CALGARY, Alberta (Reuters) – A massive ball of fire that lit up the skies over two Western Canadian provinces on Thursday evening was likely among the biggest meteor events to be witnessed in Canada this year, one expert said.

The fireball, which streaked through the darkening skies over Alberta and Saskatchewan at about 5:30 p.m. Calgary time, likely weighed between one and 10 tons and shone brightly enough to be seen over an area 700 km (435 miles) wide.

MAMANG PULIS -- “TUMATAAS ang krimen tuwing Nobyembre, kaya mag-ingat po tayo lalo na sa mga holduppers,” thus warned National Capital Region Police Office chief Director Jefferson P. Soriano as he said crime rate has dipped in December for the past three years.
    
Soriano said there is no recorded upsurge in crimes every December. 
    
“This phenomenon has been going down through the past three years. Mas mataas po ang krimen tuwing Nobyembre,” he said as he noted it could be attributed to the deployment of cops in every street of Metro Manila and public vigilance.
    
NCRPO records showed crime volume dipped in December 2005, 2006 and 2007. “Basically, these involve Tutok-Kalawit, cellphone-snatching, bag and jewelry snatching but we will address it with maximum police visibility,” Soriano said. 
 
Soriano said he will be giving chief a first warning if a major crime occurs in his area. A second incident will mean his automatic relief. He also required every chief of police to have a crime map and study the time when offenses occur in his territory. 
    
Last Friday, Soriano banned the wearing of Special Weapons and Tactics or SWAT uniforms in Metro Manila,  saying all those clad in such outfit will be challenged by officers. 
    
“There are a number of gangs of fake policemen now conducting robberies in Metro Manila and we are going aggressively after them.         They have desecrated our uniform and have committed a crime against members of the NCRPO and the entire metropolitan residents. My order is to accost all men who will be spotted wearing SWAT uniforms in the streets of Metro Manila. There will be no ifs and no buts. And if they try to put up a fight, my order for my men is to defend themselves,” Soriano said. 
    
The NCRPO chief said he has instructed all SWAT teams in the five NCRPO districts to wear the blue GOA uniform when conducting patrols. 
    
Soriano said that they have identified at least three criminal gangs notorious for wearing SWAT uniforms in their illegal activities. He added that they have put up a P500,000 reward in exchange for any tip that will lead to the arrest of robbers posing as “PNP, NBI or PDEA” agents. 
    
NCRPO spokesperson Supt. Rommel S. Miranda said the P500,000 reward was raised by Soriano, hoping that any concerned citizen who has knowledge of the whereabouts of these criminals will be enticed to tip off the group to the authorities.

SI PO2 Alvin Pineda,  PO2 Mike Almacen at SPO2 Eulogio Salinel ay nahaharap sa kasong kriminal dahil sa umano’y pagkidnap kay Tsinoy businessman Kenway Ting Ngo, 27, at ang kanyang syotang si Precious Dianne Cabigas, 23.    Kinasuhan ng attempted kidnapping, slight physical injuries, unlawful arrest at violation of domain sina PO2s Pineda at Almacen, parehong nakatalaga sa Quezon City Police District Station 2 sa Bgy. Masambong. Ang mga kaso ay iniharap sa QC Prosecutor’s Office.
    
Ang mga nagreklamong sina Ngo, 27, at Cabigas, 23, ay nagsampa rin mga kasong administratibo kina Pineda at Almacen at sa ikatlong pulis na si Salinel sa People’s Law Enforcement Board ng siyudad. 
    
Ang magka-live-in na naninirahan sa 5 Gen. Lim St., Bgy. Sta. Cruz, ay kinasuhan sina Pineda at Almacen sa PLEB ng grave misconduct and oppression samantalang si Salinel ay kinasuhan ng simple misconduct.
    
Sa kanilang reklamo, sinabi umano nina Ngo at Cabigas na noong gabi ng Oktubre 26, 2008, tinangka silang dukutin nina Pineda at Almacen. Nang pumalag ang mag-asawa,  nagkaroon ng kaguluhan, na naging dahilan para magtamo ng kapansanan ang dalawa na kinaladkad habang nakahiga sa semento.
    
Nabatid na sina Pineda at Almacen ay naghintay ng apat na oras sa bahay ng mag-asawa hanggang sa dumating sila bago mag-alas-10 n.g. para kumain sa labas.
    
“Sa pagpasok namin  sa bahay, nakasalubong kami ng dalawang lalaki na nakadamit sibilyan at hindi nagpakilala at sinabi sa amin na inaanyayahan nila kami at hindi sinabi kung saan kami pupunta,” sabi ni Ngo sa kanyang affidavit.
    
Dahil natakot sila, idinagdag niya, tumanggi silang sumama dahil hindi naman nila kilala ang dalawang lalaki.
    
“Nang tumanggi kaming sumama sa kanila , sinabi nila na may reklamo laban sa akin at nang tanungin ko kung anong reklamo, bigla akong sinunggaban noong isa pero pumalag ako para makaalpas. Iyung isang lalaki ay sinunggaban si Precious    sa leeg .  Sa kabila na kami ay pumapalag, nagtagumpay sila na makaladlkad kami sa labas ng aming bahay,” sabi pa ni Ngo.
    
Sinabi niya na humingi siya ng tulong sa dalawang nakakita sa insidente na sina Joevannie Ibañez at Paul Ramos na tumawag ng pulis. Sa yugtong ito, ang mga abductors ay nagpakilalang mga pulis at ang isa sa kanila, na nakilalang si Pineda, ay tinutukan ang mga nakasaksi.
    
Pinagmumura ni Pineda umano ang mga nakasaksi at binantaan pa sila. 
    
Nang dumating ang police patrol, sina Ngo at Cabigas ay sumakay sa sasakyan samantalang sina Pineda at Almacen at dalawa pang iba ay sumakay sa isang kulay berdeng kotse na walang marka at tinted. 
    
Sinabi ni Ngo na napasama si Salinel sa eksena dahil ito ang  pulis na nakatalaga sa desk nang gabing iyon, at nagtangkang bigyan ng proteksiyon sina Pineda at Almacen nang dumating ang mga abogado ng Tsinoy.

Gina said their boyfriend Dindo (not his real name) managed to rape her as there was nobody at his home in Bacolod City. The victim is set to file criminal charges against him.
    
In a statement, Gina claimed Dindo sexually abused her on Oct. 13. The victim added that the suspect and her sister Ann used to be lovers. He supposedly courted the younger sister as he was also intensely attracted to her. Gina eventually accepted his love and they also became a pair.
    
Gina told probers that he accepted Dindo’s love despite his past relationship with her sister. The victim added that she never thought he would betray her trust.
